The headers are in package 'kernel-headers'. kernel-image has the compiled kernel and modules. There's also kernel-doc and kernel-source. Try going here and search for 'kernel' and you'll see the different packages: http://www.debian.org/distrib/packages . You could also use dselect and see all the available packages.
