I am trying to use 'ta_IN.UTF-8' as my locale.
I "export LC_ALL='ta_IN.UTF-8'" in '.bashrc'.
Debian sets 'LANG=ta_IN' since I chose it as system default in
    'dpkg-reconfigure locales'.

But when I start xterm, it complains:
    Warning: couldn't find charset data for locale ta_IN; using ISO 8859-1.
How do I solve this problem?
