You might want to go back and read the license agreement you agreed to
when you downloaded this software. It would explain quite clearly why
the Sun Java stuff cannot legally be made available to you as a
.deb. I am not a lawyer, and perhaps I am not quoting the right parts
of the license, but do note that you agreed to the following:

"you distribute the Software complete and unmodified (unless otherwise
specified in the applicable README file) and only bundled as part of,
and for the sole purpose of running, your Programs,"

This is both for the JDK and the JRE. Basically, you can't make a .deb
and *distribute* it.

Even with Blackdown there are problems that make it non-free. Maybe
some one else can provide a more lucid explanation, but AFAIK
Blackdown signed an agreement with Sun that requires some things to be
kept confidential.
