Basically you just need to add/uncomment a line in /etc/inittab. My copy 
of that file has this as the last three lines:

# Example how to put a getty on a modem line.
#
#T3:23:respawn:/sbin/mgetty -x0 -s 57600 ttyS3

So I'd just uncomment the last line and change the "ttyS3" to "ttyS1".
I did this several years ago as an experiment, and I believe that's all 
it took, but like I say, it's been a while, so YMMV.
