I'm seeing the same behavior with unstable, though I'm using fvwm as my window manager, so I think it's directly related to some underlying Gnome setting and not the WM. I'm pretty sure it's the result of some recent apt-get upgrade of a gnome package or library, but I haven't had the time or energy to try backing them out one-at-a-time to deduce which one is the culprit.
