lineakd, hotkeys, acme and a bunch of others are good for getting the
multimedia keys working under X, it won't get them working in the
terminal and I am not sure if its possible. The function keys should
also work in the terminal as they should be standard keys unless
microsoft did something really unconventional (when setting up the
keyboard for the console I believe that there is an option for a
microsoft natural keyboard, but also I don't think it will give you the
multimedia keys).

Another way in X which is more work and won't give you the osd, but
will save you running a daemon in the background is to configure
xmodmap.
