Most email clients I've encounterred (mutt, sylpheed, balsa, evolution, etc.) don't act this way. Outlook is MS crap and is broken in lots of other ways too. Pine is old; is it still even being developed? Thunderbird, OTOH, I thought *did* handle this correctly, and is broken if it doesn't (and they'd probably like to know about it).
It has a "Reply to all" button that sets To: to the person who posted, and Cc: to the mailing list. I guess you can just copy/paste around, but that's pretty dumb. And people already know about it, and are complaining about it here: http://forums.mozillazine.org/viewtopic.php?t=21703&start=0
