Logcheck has changed recently. Make sure logcheck is a member of the adm group. Also, /etc/logcheck directory should have the owner of root, group - logcheck. Also, the /var/lib/logcheck dir should be owner logcheck, group adm.... and delete the files in /var/lib/logcheck. This fixed it for me, but I'm not sure if it's exactly the "correct" way.
