I am using WindowMaker with Debian (woody), and do not like the fact that the terminal windows are not scrollable.
Could someone please recommend a terminal package that has this feature?

How about a simple xterm and enabling it's scrollbar? BTW, if this doesn't answer your query, I have misunderstood your message. If so, forgive me and please clarify.
