What I had in the message was straight out of the error.log file in
/var/log/apache.

Ie:-
[crit] (98)Address already in use: make_sock: could not bind to port 192


Thinking it through it might have something to do with the ip address
which is the usual 192.168...  I will check through the config files to
see....

     According to http://www.iana.org/assignments/port-numbers
     port 192 is "OSU Network Monitoring System"
     Are you sure this is an apache error?  What do the apache logs say?
