ChangeLogs live inside the package, so you can't see them until the package is (at the very least) downloaded. Once it's installed, the Debian ChangeLog will be in /usr/share/doc/<packagename>/changelog.Debian.gz > I wouldn't be surprised if this exists already, but I sure can't find > it.
