ChangeLogs live inside the package, so you can't see them until the
package is (at the very least) downloaded.  Once it's installed, the
Debian ChangeLog will be in
/usr/share/doc/<packagename>/changelog.Debian.gz

You can file bugs against `general' (IIRC), with priority wishlist, if
you want.  I don't see how it could be resolved tho, at least without
setting up a changelog server somewhere.
