Well, you can use loadlin to fire up Linux (Debian) from Windows without rebooting. I set up my father's machine like that. > This is a very important distinction. You can also do this the other way round. Installing Linux as a guest OS under Windows. But personally I wouldn't do so because if Windows crashes (which it does from time to time :-|) it also shuts down your linux OS.
