My guess (and i stress guess) is that the .doc on the web page was generated using some sort of "form" or template originally created for the "initiative for software choice" by someone at the the milken institute, G-d knows those guys don't type their own memos, much less add a snazzy graphical header and hyperlinks :) Sounds like you hit a nerve, Bruce!
