Well, firstly, kernel-image packages don't use debconf yet, since I havent spent the time to grok debconf. Secondly, the image package _never_ modifies a lilo.conf file -- alll it does is maipulate symbolic links (nominally /vmlinuz and /vmlinuz.old).
