You need to install at least libc6-dev (and a C compiler of course) for compiling C programs. There are a lot of other libraries which serve different purposes - just pick what you need. All the development packages (those providing header files and static libraries) end in "-dev" ('dpkg -l \*-dev' will list all those packages).
