Tom, go here: http://cdimage.debian.org/cdimage/wheezy_di_beta3/s390x/iso-dvd/
and downlaod the *.iso file for s390x. Use the z/VM installation files that are in the .iso file as your starting point. I have just recently done this on a z/VM 6.1 system and it does work as advertised. Drop me a note if you run into any problems with this approach.
