The last upload of package minc changed build-deps
to 
  libhdf5-openmpi-dev [!arm !armel !hppa !mips !mipsel !s390],
  libhdf5-lam-dev     [ arm  armel  hppa  mips  mipsel  s390]


so please clear the dep-wait status of minc on s390.
