Hi, I think I can reproduce this issue anytime by running "systemctl restart NetworkManager". When I run it, plasma-nm loses all connections and seems to be desynced with NetworkManager as some applications (like HexChat) will keep receiving messages and appear connected for a moment while plasma-nm complains about "no secrets received" or similar strange error.
The only way to restore connectivity surely after that seems to be rebooting as "killall plasmashell" and "plasmashell&" didn't change the situation. -- Mikaela Suomalainen https://mikaela.info/
