support_legacy_x11_keymaps.patch (present in 5.10.1+dfsg-3) to stable

Bug report if necessary, and/or fix the problem forthwith.

As shown by qtbase 5.10.1+dfsg-3 the patch is not straightforward, so
I'm reopening the bugs which should be closed in 5.11.
I'm also closing 893093 because the changes seem to be too involved to
be backported.
