I can confirm that updating poppler to 0.48.0-2+deb9u2 fixes the issue
in okular.

this sounds very much like bug #886733.
A new version of Poppler which fixes this regression has been released
in the meanwhile.
Does the problem still occur for you with the latest Poppler update
(version 0.48.0-2+deb9u2)?
