when I install okular without the whole KDE packges i expect an information how
to install the langpack or how the langpack is named.
I found the translation of the okular gui in kde-l10n-<langname>
I prefer a suggest to a metapackage like kde-l10n.

Now the KDE project ships the translations of each application/library
together with the sources, and not as separate kde-l10n-* tarballs
anymore. Hence, starting from the Frameworks version, the translations
are included, and 4:17.08.1-1 is the first version in Debian.
