I checked the sources for kdesvn, it does not launch keditbookmarks itself. It uses KF5::Bookmarks for that, i.e. libkf5bookmarks5. If libkf5bookmarks5 requires keditbookmarks to work properly, it should pull in that dependency (either via a Recommends or Depends). I'm thus reassigning the bug report to libkf5bookmarks5.
