In my opinion it should be a dependency, thinking with the perspective of an user who installs debian without any recommended packages.
I've added the dependency in the git repository, and set the tag pending a few days ago. After a quick check in the code it seems that the only backend that it uses is the sqlite one, so it's worth the dependency. Sorry for not being clearer about my actions.
