   * What led up to the situation?

After some upgrades, prelinking and restarting a plasma session, Japanese
characters displayed as the questionmark in a diamond when doing an ls
command, or as ???? when using the input method mozc or copying and pasting
Japanese text from a browser window into konsole.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I tried downgrading everying that had been updated in the last 24 hours
without success.

An xterm window doing an ls command correctly showed Japanese text, and
correctly showed Japanese text pasted in.

   * What was the outcome of this action?
   * What outcome did you expect instead?
