WebEngine is based on google's blink which is a fork of WebKit, but stuff has changed. First try removing override_dh_auto_build-indep and override_dh_auto_build- arch, this will call dh_auto_build. Do a test build and check if doc is being generated. If this is the case then you need to inspect the generated Makefiles to see which instructions you need to perform in order ot have separate arch/indep builds.
