Not really to have an argument on this, but as long as the FTBFS happen on non-official archs it's not RC. If it FTBFSs happen in official archs then it is RC, even it if happens half of the time. But if someone can prove the bug is *really* happening due to -j1 I would concur it's RC, otherwise it might be something else.
