I tried installing the experimental package but it failed with a missing dependency on libcfitsio2. However, building the package from source resulted in a package that installed fine in the VM.
Version 15.12.1 has the correct menu items under Tools/Devices so it looks like this bug will be resolved as soon as the experimental package is moved into unstable/migrates to testing. Regards, Gary
