I figured out a workaround: Right-click on the navigation bar, then “Configure Toolb̲ars…” then hit the 「D̲efaults」 button. Unfortunately, after I press ^T to get a new tab, the menu bar is gone again, reproducibly, and independent on which tab is selected, until I do the dance again. Heck, even if I switch tabs.
