As a side note: The current version of frameworkintegration depends on fonts-noto-hinted as this is the new recommended default in plasma 5, which should look better in cases where fonts-oxygen might not looks so nice (mostly, anti-aliasing values other than slightly).
About the issue, I think that the dependency should stay, as this package is the responsible to configure the default font globally for kf5 apps, and the installation cost for the additional package dependency is small enough. Thus, I'm tagging this bug as wontfix. Happy hacking,
