Following the big libstdc++6 transition kwalletd (i.e. the KDE4 version) no longer appears to support GPG encrypted wallets. Whenever I try to open an existing wallet which worked fine before the transition I now always get error code 42 ("Unknown encryption scheme."). In Bug#798783 it was noted that kwallet5 had to be rebuilt against gpgmepp, which at that time was working through the transition. Does kde-runtime also need to be built against libgpgme++2v5? It appears that it previously had a dependency on libgpgme++2.
