About the GNU licenses group, the and is not a valid connector, so you'll need
something like:
License: GPL-2+_LGPL-2+_and_LGPL-2.1+
 These files are licensed under a variety of GNU licenses for the specifics
 please check the corresponding file. For more information about the boiler
 plates of each license check the paragraphs that starts with License: GPL-2+,
 License: LGPL-2+ and License: LGPL-2.1+

This text is not intended to be used as is, consider it a lorem lipsum. The
point is having a valid license paragraph that refers the reader to other
paragraphs.

To make those extra paragraphs valid you need to list some files, but listing
the COPYING files should be enough.
