Could you check with "ldd /usr/bin/qweborf".
That'll shows which Qt library is used.

The Debian qt4-x11 build looks for plugins in /usr/lib/<arch>/qt4/plugins.
That's why it loads the breeze style even when the path is not explicitly listed
in QT_PLUGIN_PATH.
