JFYI what Martin, kwin maintainer writes about it: http://blog.martin-graesslin.com/blog/2015/06/global-shortcut-handling-in-a-plasma-wayland-session/ I think from this they should still work for X11. As with other settings it may be the config file is at a new location. Can you check in ~/.local/share instead of ~./kde/share/config? Did it create a new file for the newly defined shortcuts there?
