I just got the upgraded packages and I can confirm that this does make
systemsettings unusable.
Clicking on the 'System Settings' menu item doesn't do anything.
When trying to start it from the command line, I got something similar to the
original bug reporter:

$ systemsettings5
kf5.kiconthemes: "Theme tree: (Oxygen)"
Couldn't start kded5 from org.kde.kded5.service:
QDBusError("org.freedesktop.DBus.Error.ServiceUnknown", "The name
org.kde.kded5 was not provided by any .service files") , falling back to
running kbuildsycoca5
kf5.kservice.sycoca: Trying to open ksycoca from
"/home/diederik/.cache/ksycoca5"

I have no idea whether what I saw was the same as the original reporter (I
don't speak italian), but I got a screen with only 1 item: 'Application
Appearance' and a config button with which I could choose between Tree View and
Icon View.

By downgrading systemsettings to the version in testing I got it back.

I think the issue will go away once all the kf5 packages are in unstable, but
currently systemsettings is unusable when upgraded to 4:5.3.1-1

Cheers,
  Diederik
