Oh, sorry, I'd missed that enabling the tests is part of the Ubuntu delta (what we're building is a modified Ubuntu package). You're quite right, this doesn't affect Debian until/unless you start running the tests at build-time. Sorry, I shouldn't have opened this bug without confirming that the symptoms existed in the Debian build. The Ubuntu build also skips quite a lot of tests - enabling them is clearly not trivial.
