You seem to be correct. Qt Creator's help does not appear to be registered properly. When I start Qt Creator with a new user, the help file in /usr/share/doc/qtcreator.qch which can be added in, Tools -> Options ... -> Help tab -> Documentation -> Add ... does not appear to be registered. But Qt Help files seem to be there at least there. I'll look into it.
