I guess because /usr/bin/qtconfig-qt4 is something we don't want to promote too much because it's not an upstream thing. Sadly this bug is almost a year old and has been discovered too late for Jessie :( Of course if an RC bug appears I will consider adding this simple one liner to the debdiff, but it alone doesn't justifies a Qt4 upload. As we expect to remove Qt4 from Stretch [0] I highly doubt this will get solved.
