If the patch it's using current pkg-kde-tools, then it will be included on the next upload (if the arch build logs are already available in ports.debian.org) If the patch is against the version of pkg-kde-tools with the patch you provided, then it needs to wait for it first. If your port is not in ports.debian.org, please do what's necessary to get it there.
