In the app launcher menu configuration I select the "Recently used" option, and
it shows up on the menu. But for some reason, it disappears after I restart
KDE. It's as if the configuration wasn't getting saved to disk. But if I check
my ~/.kde/share/config/plasma-desktop-appletsrc I cn see the following line:
views=Applications,RecentlyUsed,RunCommand,Leave
which I suspect means that it has actually been stored to disk. How can this be
possible?

I don't understand the problem actually, but this may be cause of bad
permissions. Can you just try chown/chmod your ~?
