It's described as an IDE for Qt. It Recommends qt4-dev-tools and make. g++ is kind of a "no brainer" thing if you want things compiled, but which version you have installed is up to you. Some people use non-gnu C++ compilers too. qtcreator does not recommend or suggest libqt4-dev either as you can have your own installed, as many do (eg. Qt from GIT repository). I use Qt Creator as standalone editor too, without compiling anything. Qt Creator works perfectly well for this.
