The handbook does not mention any way to change the default scope selection from none to all. I advice you to change the two settings above, letting people see the maximal amount of information by default: that is a more reasonable choice in an help viewer than just showing nothing without a scope selection or showing the first 5 hits in alphabetical order after that a scope has been selected. (EG if one searches ls that hit is below the 50th in the list ...)
