That's only thanks to a couple of people who patiently devoted their time to clean up the Debian BTS. If your "suggestion" was implemented, bug count would be going up without anything upstream-related getting fixed. Debian KDE team policy is to suggest users report KDE upstream bugs (non- packaging bugs) to https://bugs.kde.org/ . We are thankful that there is DrKonqi which does that.
