It seems that I spoke too soon.

After a reboot, performed with Kate open, when I restart Kate all
plugins are de-selected and after I re-select them, I have to completely
reconfigure the Tabs plugin.

At a guess, a reboot or crash somehow wipes the slate clean.

* If I quit and restart, Kate retains the plugin correctly configured.
* If I pkill kate, it comes back with the plugins correctly configured.

Gnome-panel quit before my last reboot -- perhaps that's the clue?
