KColorEdit is not longer provided inside the KDE official modules for KDE 4.
And as you point, it is released as an independent app from extragear.
Nobody from the kde packagers team has missed it enough to package and
maintain it.
You have to file a "Request for packaging" [1] and maybe somebody else
will package it.
