Yes, this bug is filed using KDE 3.4 which is not in Debian yet. It is
also valid on KDE 3.3.3.
KControl lists many icon themes that live in /usr/share/icons/. Many of
those themes, namely the GNOME-related ones, neither show a preview when
they are clicked on nor apply when the user clicks 'Apply'.
If KDE can't use a given icon theme, maybe it shouldn't list it?

Hi,
You filed the bug http://bugs.debian.org/300658
in the Debian BTS against the package kcontrol.
Debian has switched to KDE 4 in unstable and kcontrol
does not exist in KDE 4. Therefore, I am closing this bug as fixed
in *unstable*. The bug will remain open for stable since it is
shipping KDE 3.5.
systemsettings is the replacement for KDE 4 of KControl.
