To reproduce;
Add a child panel using the context menu on the panel - Add new panel -
panel
Using the context menu on the child, try to re-size it, or move it to a
different position. The Configure-KDE Panel window has a selection box
labelled "Settings for" which should now have options for "Main Panel"
and "Panel". However, only "Main Panel" shows and the child panel can't
be configured until kicker is re-started.
According to http://ubuntuforums.org/showthread.php?p=2054978 this is a
known bug, but I can't find any record of it on the debian BTS or KDE's
(mind you, I don't know my way around the KDE BTS very well).

Hi,
You filed the bug http://bugs.debian.org/409326
in the Debian BTS against the package kicker.
Debian has switched to KDE 4 in unstable and kicker
does not exist in KDE 4. Therefore, I am closing this bug as fixed
in *unstable*. The bug will remain open for stable since it is
shipping KDE 3.5.
