I tried kasbar by following the upstream documentation [1]. I didn't quite like
it and wanted to have it removed from my
desktop. However, neither the menu nor the documentation showed how to
deactivate it.
The workaround was to compare the contents of .kde with my backup. The relevant
part of the diff is shown here:

Loging out of kde and in via a terminal and manually deleting the lines marked
with '+' solved the problem for me.
I strongly believe, that any application that is 'installed' or started with a
right mouse click, should be stoppable by
similar means. This is the case for the External Taskbar Extension, another
kicker Panel Extension.

Hi,
You filed the bug http://bugs.debian.org/440336
in the Debian BTS against the package kicker.
Debian has switched to KDE 4 in unstable and kicker
does not exist in KDE 4. Therefore, I am closing this bug as fixed
in *unstable*. The bug will remain open for stable since it is
shipping KDE 3.5.
