I tried to perform a search on the phrase "carrier licence" on the document: http://telstrawholesale.com/dobusiness/customer-commitment/docs/op_sep_sq_sep08.pdf and did not find a match. Searching on "carrier" alone I found: Operational Separation is implemented as a statutory condition of Telstra’s carrier licence, specified in Part 8 of Schedule 1 to the Telecommunications Act 1997.
