If you enable Rubberband effect as "Make translucent," this effect shows up independent of whether or not Enable GUI effects is checked. This is obviously a bug, because if Enable GUI effects is unchecked, the Rubberband effect selection is greyed out--but the system still makes the rubberband translucent if that was the last selection made for that section.
The same does not occur for other items so the problem is somewhere in debian/patches/28_kdebase_rubberband.diff since this is a Debian-added feature.
