atlantikdesigner is provided by upstream in this way, so this is not going to change in the Debian side. This means having to re-pack 2 tarballs as they come from upstream, so no. Companies having a kde installation can select from kdeaddons those packages thay are interested in and skip atlantikdesigner. FYI, there is not longer either kdeaddons or atlantik in kde4, so this bug is doomed to be closed whtn kde4 enters in unstable.
